Job Summary: This is advanced professional supervisory work reviewing complex and/or controversial permit applications, serving as an expert witness, designing and/or reviewing wetlands mitigation and restoration plans, and assisting in rule and policy development for environmental permitting and compliance.

Job duties include:

•Hires, trains, supervises, evaluates performance, and provides technical assistance and direction to subordinate staff. Reviews and signs-off on technical staff reports (TSRs), requests for additional information (RAI) letters, and other correspondence prepared by subordinate staff. Reviews and helps to coordinate requests for regulatory conservation easements releases or amendments processed by subordinate staff. Monitors attendance, leave, and learning/development activities of subordinate staff and approves leave and timesheets. Meets and communicates with staff regularly to ensure alignment with Division procedures. Monitors, manages, and balances the workload within the service center and across the three other service centers in conjunction with the other supervisory regulatory scientists. Keeps supervisor and other appropriate staff updated on projects of heightened concern. Participates in and supports the Division’s performance goals and mission.

•Reviews the environmental portion of the larger and/or more complex applications for Environmental Resource Permits (ERPs), Sovereign Submerged Lands (SSL) authorizations, and Consumptive Use Permits (CUPs). Reviews requests for regulatory conservation easement releases or amendments, coordinating with review, legal, and leadership team to ensure efficient, timely, and accurate processing of requests. Reviews and processes petitions for Formal Wetland Determinations. Responsibilities include performing wetland delineations; applying the Uniform Mitigation Assessment Method (UMAM); conducting site inspections; reviewing construction plans, mitigation plans, and environmental data; preparing TSRs and letters; conducting pre-application meetings and other meetings to assist consultants and applicants with developing and completing applications through the design-review process; coordinating the review of projects with other review team members and supervisors; performing environmental assessments using hydrologic model simulations of aquifer changes, aerial photographs, vegetation, soils, rainfall, and other environmental data; documenting project actions, activities, and pertinent information in e-Reg; and communicating regularly with supervisor on projects of heightened concern.

•Reviews the environmental portion of the larger and/or more complex compliance and enforcement projects. Responsibilities include conducting site inspections; evaluating compliance submittals; evaluating the progress of wetland mitigation areas; responding to complaints and public information requests; facilitating resolutions to non-compliance issues; performing permit determinations; writing technical reports and enforcement actions; reviewing legal documents and coordinating with legal staff; coordinating with other compliance team members and supervisors; documenting compliance actions, activities, and pertinent information in e-Reg; and communicating regularly with the compliance program manager and supervisor on compliance matters of heightened concern.

Minimum Qualifications:

A bachelor's degree from an accredited college or university in biology, ecology, botany or environmental science and six years professional experience in the environmental field, one of which must be leading a project team, coordinating activities of a workgroup, or serving as a team lead.

Professional experience as described above can substitute on a year-for-year basis for the required college education.

Additional Details:

Salary Range: $67,288.00 - $89,710.40
Starting salary is based on qualifications and experience.
