Supplemental Qualifications: A baccalaureate degree in biological science, forestry, environmental science/ecology, or wildlife and fisheries science plus two years of professional level environmental experience at the Environmental Impact Specialist 3 level in biological resources work performing wetland delineations/determinations and threaten/endangered species surveys. This position has a special entrance rate of $2,469.23 /bi-weekly.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, architectural history, architecture or archeology followed by four years of professional level environmental science, natural resource management or cultural resource management experience.

SUBSTITUTIONS:
A master's degree in one of the qualifying fields will substitute for one year of the required experience.

A Ph.D. in one of the qualifying fields will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.
Job Concepts
Function of Work:
To perform as a staff advisor and expert to agency staff and the public in the evaluation of environmental impacts and the possible consequences of those impacts from transportation projects. As staff specialist, develops and evaluates plans and criteria for a variety of projects and programs to be carried out by others; as an individual researcher or worker, carries out complex or novel assignments requiring the development of new or improved techniques, procedures, materials, testing techniques, technology, or processes. To coordinate/monitor the technical aspects of various teams in the Districts.

This job is designated as a Dual Career Ladder job as defined in CS Rule 1.14.1.1 requiring performance of higher level, more complex duties and possession of advanced specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Level of Work:
Advanced.

Supervision Received:
Broad direction from an Environmental Impact Manager, professional engineer, or higher-level administrator.

Supervision Exercised:
May exercise functional/project supervision over environmental/engineering staff of lower levels.

Job Distinctions:
Differs from Environmental Impact Specialist 3 by the presence of responsibility for serving as the Department's statewide expert, consultant, and/or researcher in a specific environmental area.

Differs from the Environmental Impact Manager 1 by the absence of managerial/supervisory responsibilities.

Examples of Work
Represents the agency at meetings; provides technical testimony and serves as an expert witness at hearings. Provides expert advice, feedback and information to state legislators, other state, federal and local government officials, administrators and managers, planning organizations, the news media, business and civic groups, and the general public on specific Department program area.

Provides technical advice to task force and committee members when setting policies affecting the construction and maintenance of transportation infrastructures and environmental compliance programs.

Conducts research, in-depth analyses, and prepares detailed reports on current and future projects; manages contractual agreements with consultants performing similar tasks.

Serves on teams responsible for identifying, prioritizing, and selecting projects.

Provides technical environmental assistance to HQ and field personnel in solving difficult and unusual problems, using state of the art technology and procedures.

Participates in coordinated research studies and activities at the national level.

Reviews and advises on new and controversial test procedures for environmental compliance and human protection.

Identifies problems, develops research program, writes proposals, conducts research, and disseminates research findings through publications, technical summaries, and the presentation of research papers.

Develops and conducts department-wide implementation programs based on research findings.

Makes technical and procedural decisions related to program area; formulates and establishes technical and procedural standards.

Develops and directs the implementation of quality control and quality assurance procedures.

Keeps abreast of new environmental methods and developments affecting the organization for the purpose of recommending changes in emphases of programs, or developing new programs warranted by such developments.
